A research and implementation assignment funded by the Walmart Foundation, the Job Ready, Willing and Able (JRWA) Initiative was produced by the American Association of Community Colleges (AACC) in conjunction with 17 community colleges across the country.  Hines managed the project for Montgomery County Community College and participated in meetings, training, reporting and management of the training courses that were developed. The goal is to get unemployed (and underemployed) residents back to work with a family-sustaining wage with local companies.  

Tasks included: marketing development, recruitment of students, managing the curriculum, assisting students with career preparation and job search. Key components included developing with relationships and partnerships with economic development organizations and employers, Gary Hines worked with social service agencies, the Workforce Investment Board, the Department of Public Welfare and many advocacy groups for the underserved populations in Montgomery County.  The project produced over 75 graduates and 50 placements with local employers.
